What CA AB 1263 Requires
Effective January 1, 2026, California AB 1263 requires firearm accessory retailers to verify customer identity and obtain attestation acknowledgments before completing sales.
Who is affected?
Firearm industry members selling unattached firearm barrels, firearm accessories, and manufacturing machines (including 3D printers and CNC milling machines) to California residents.
ID Verification Requirement
Sellers must verify that the purchaser is at least 18 years of age with valid proof of identity before completing the sale.
Attestation Acknowledgment
Sellers must obtain acknowledgment that the customer has received and understands a notice about unlawful firearm manufacturing in California. The notice must clearly inform purchasers that the following activities are generally crimes without a valid license:
- •Manufacturing more than three firearms per calendar year
- •Manufacturing a firearm using a 3D printer or CNC milling machine
- •Manufacturing for the purpose of selling to unlicensed individuals
- •Manufacturing to sell without a required background check
- •Allowing prohibited persons to manufacture firearms
- •Manufacturing assault weapons, machineguns, undetectable firearms, or other prohibited weapons
